The Sindh High Court (SHC) on Thursday ordered the preparation of a comprehensive master plan to address traffic problems across the province and directed the chief secretary to form a high-level committee for the purpose.
The court issued the decision on seven petitions concerning traffic problems and a ban on the entry of heavy vehicles into Karachi.
According to the ruling, the committee will include representatives of the home, transport and environment departments, traffic police and other relevant institutions. The court also directed that the departments of climate change and coastal development be included.
The committee will review the traffic situation across Sindh and identify shortcomings in the enforcement of traffic laws.
The master plan should clearly define the responsibilities of the relevant departments and set timelines for implementation. It should also include an effective mechanism for enforcing and monitoring traffic laws, the court said.
The ruling said the specific traffic-related needs of each district should be taken into account and the master plan should be reviewed in line with changing traffic conditions and public requirements.
The court also directed the Sindh Environment Department to prepare comprehensive environmental regulations for motor vehicles. The environment secretary was asked to draft the proposed rules and submit them to the chief secretary.
The proposed regulations should cover vehicle emissions, environmental standards, and vehicle inspection and testing. A mechanism should also be developed to ensure compliance with environmental standards and take action against violations, the court said.
The court observed that the relevant departments should work together to ensure the enforcement of environmental laws. It stressed that the existing legal framework must be implemented in its true spirit and that environmental protection and effective traffic management should not remain confined to meetings and reports.
