Pakistan International Airlines (PIA) has announced a special flight operation for Arbaeen pilgrims travelling to Najaf, Iraq, following the federal government’s decision to ban by-road travel to Iran and Iraq due to security concerns.

According to a spokesperson for the national flag carrier, the flights will operate from 8 to 11 August, while return flights from Najaf to Pakistan will take place between 18 and 23 August.

In a bid to support pilgrims, PIA has introduced a discounted fare of $675 for the return journey. Ticket sales are already under way, and the airline said it is prepared to introduce additional flights depending on demand.

The announcement comes after the government barred road travel for pilgrims citing threats to public safety, particularly in Balochistan. Interior Minister Mohsin Naqvi said the decision was made in consultation with the Foreign Ministry, Balochistan authorities and security agencies.

“Zaireen will not be allowed to travel to Iraq and Iran by road for Arbaeen this year,” Naqvi posted on X (formerly Twitter), adding that the step was taken in the interest of national security.

Separately, the Ministry of Religious Affairs has accelerated reforms in the pilgrimage management system, abolishing the Salar (group leader) system and replacing it with a Ziyarat Group Organiser (ZGO) system. Registration for pilgrims is now mandatory, similar to the Hajj and Umrah processes.

A spokesperson for the ministry stated that 585 companies have already submitted documentation, with new operators given a registration deadline of 10 August 2025.
