Audit exposes Rs28.61bn 'irregularities' in KP’s Sehat Sahulat Card Program

PESHAWAR: A shocking audit by the Auditor General of Pakistan (AGP) has unearthed massive financial irregularities amounting to over Rs28.61 billion in Khyber Pakhtunkhwa’s flagship Sehat Sahulat Card Program, initiated during the PTI government’s tenure.
According to the audit findings, payments were released to unregistered hospitals, while billions of rupees in due taxes were not deducted.
The report also highlights violations of procurement rules and the misuse of funds that had been allocated for health sector reforms.
Launched as a landmark initiative to provide free healthcare to millions of citizens, the program is now under scrutiny for systemic mismanagement and potential corruption.
The revelations have raised serious questions over governance and transparency in one of KP’s most high-profile public welfare schemes.

Sehat Card Plus KP is a Micro-health Insurance Programme for all the citizens of Khyber Pakhtunkhwa. It is one of the flagship programmes of Government of Khyber Pakhtunkhwa.
Under the programme, more than 10.6 million families of KP are getting free inpatient healthcare services.
Data of beneficiary families is acquired from NADRA. Services to the beneficiaries are offered totally free without out-of-pocket payment upto a maximum limit of Rs. 01 million per family per year. Annual cost of the programme is around 18 billion.
