Sindh declares vehicle number plates as personal property linked to CNIC

The Sindh government has announced a major reform in vehicle registration, declaring that motorcycle and car number plates will now be treated as personal property and permanently linked to the owner’s Computerised National Identity Card (CNIC).
Sindh Chief Minister Murad Ali Shah approved a summary submitted by the Excise Department, which states that number plates will remain permanently registered with the CNIC of the first owner.
Under the new system, when selling a vehicle, the original owner will be required to remove the number plate, which will stay tied to their CNIC.
The buyer must then register the purchased vehicle online using their own plate.

Officials explained that owners may also surrender their number plates by visiting the relevant Excise office if they no longer wish to retain them.
According to government sources, the move aims to curb vehicle theft, terrorism, and other criminal activities, while ensuring improved tracking and transparency.
The Excise Department further confirmed that data of registered vehicles from the federal government and all four provinces have been integrated into a unified system for effective monitoring.
