The Counter-Terrorism Department (CTD) has uncovered a secret network of India’s intelligence agency, the Research and Analysis Wing (RAW), operating in Karachi to carry out terrorist activities. Four Indian agents were arrested on July 8 for their involvement in planned attacks, including the murder of a man in Badin.
At a press conference at the Central Police Office (CPO), Additional IG CTD Sindh Azad Khan revealed that the RAW network in Karachi was involved in terrorism, target killings, and maintained safe houses for operatives.
The accused were reportedly provided significant funding for their operations.
According to Azad Khan, the arrested suspects, Umair Asghar, Sajjad Obaid, and Shakeel, were linked to the murder of Abdul Rehman in Matli, Badin, on May 18, 2025.
The victim, who had no criminal record, was well-known locally for his charitable work and welfare contributions. The killing was reportedly celebrated in Indian media.

Investigations revealed that the operation was masterminded by Sanjay Sanjeev Kumar alias Fauji, who resides abroad in a Gulf country.
Fauji allegedly coordinated the operation from abroad, hiring Salman, a resident of Sheikhupura, to execute the attack. Salman traveled to Hyderabad via Karachi airport on May 12, where he and four associates conducted a five-day reconnaissance before committing the murder.
Azad Khan added that Salman fled first to a Gulf country and then to Nepal after the incident. CTD investigations indicate that RAW financed the operation extensively, transferring funds through multiple channels.
During the press briefing, the Additional IG displayed a chart outlining the operation, including roles, contacts, financial support, and travel arrangements for the accused. He confirmed that weapons, motorcycles, and mobile phones used in the attack were recovered.
The CTD stated that the suspects have prior criminal records and were being used as proxies. Authorities are now seeking the extradition of Salman with assistance from Pakistan’s Ministry of Interior. Azad Khan emphasised that further arrests are expected as the investigation continues.
