PMDC fines Fatima Jinnah Medical University Rs20mln over student’s death

The Pakistan Medical and Dental Council (PMDC) has imposed a fine of Rs20 million on Fatima Jinnah Medical University (FJMU) in connection with the death of final-year student Fariha Ibrahim at a university hostel in Lahore in February 2026.

The PMDC Disciplinary Committee imposed the penalty after reviewing the circumstances surrounding the incident. The committee stated that the university was responsible for ensuring adequate safety measures and protecting the welfare of its students.

The committee directed FJMU to strengthen student supervision and establish regular monitoring mechanisms to assess students’ physical and mental well-being.

It also instructed the university to introduce mentorship programmes, harassment prevention measures and counselling services for female students.

In addition, the PMDC directed the university to implement a comprehensive system of medical health checks, effective supervision and accountability to improve student safety and welfare.

According to committee documents, the decision was formally communicated to the university following approval by the PMDC Council, which had earlier sought an official response from FJMU regarding the student's death.

Meanwhile, FJMU has filed a review petition with the PMDC, challenging the Rs20 million penalty.

Fariha Ibrahim, a 22-year-old final-year student originally from Kashmir, died in February 2026 after reportedly falling from the third floor of the university hostel.

According to police, she sustained critical head injuries and was taken to hospital, where she later died due to excessive blood loss.
