DHA scuffle: Inquiry recommends FIR against SSP Fida Janwari’s mother-in-law, daughter, cops

A police inquiry into the viral DHA Phase 6 apartment scuffle has recommended registration of an FIR against the mother-in-law of Korangi SSP Fida Hussain Janwari, her daughter and son, as well as police officials present during the incident.

The report also found that the allegations made in the FIR against the victims were not supported by its findings and recommended departmental action against several police officers.

Investigators examined CCTV and mobile phone footage, documentary evidence and departmental records, besides recording statements from 13 people. According to the report, the dispute started over parking between the SSP’s mother-in-law and another resident of the apartment building.

The inquiry identified Constables Saqib and Haider Sultan as the police officials seen in the CCTV footage. It said Constable Taimoor Ahmed was the plainclothes official who allegedly damaged the CCTV camera, while Constable Amir Sohail handed him his weapon for the purpose.

All four constables had been assigned to duty at the Korangi SSP’s private residence, the report said It further recommended that the victim family be free to pursue legal action against those involved.

The report also criticised Darakhshan SHO Rashid Ali and Assistant Sub-Inspector Aftab Mangi for making arrests at the scene without what it considered sufficient evidence. Their actions, it said, indicated a “tilt towards the aggressive party”.

The investigating officer, SIP Imran, was also criticised for making “no serious efforts” to collect evidence and for failing to independently assess the case. The report recommended strict departmental proceedings against all three officers for what it described as a “miscarriage of justice”.

It also recommended action against Constables Taimoor and Amir, saying their alleged role in helping one party and damaging the CCTV camera “far exceed the pale of lawful duty, bordering on criminal misconduct”.

Constables Saqib and Haider were accused of failing to intervene properly. The report said their “negligence and partisanship” contributed to the physical assault and escalation of the dispute.

The inquiry also pointed to a “lapse of supervision and lack of control” on the part of the Korangi SSP. It recommended examining his conduct under the Civil Servants (Efficiency and Discipline) Rules, 2020 and taking further action if required.
