Lieutenant General (Retired) Muhammad Saeed has formally taken charge as the new Chairman of the Water and Power Development Authority (WAPDA), bringing with him a distinguished military career spanning nearly four decades.
Shortly after his appointment, he met with Prime Minister Muhammad Shehbaz Sharif in Islamabad to discuss WAPDA’s ongoing projects and future strategic initiatives aimed at improving Pakistan’s water and energy infrastructure.
Lt. Gen. Saeed is expected to play a pivotal role in enhancing institutional performance at WAPDA, thanks to his deep experience in strategic leadership, organizational reform, and national security.
His military résumé includes several key postings:
Chief of General Staff (39th) of the Pakistan Army
Commander of V Corps, Karachi
President of the National Defence University (NDU)
Director General (Analysis) at the Inter-Services Intelligence (ISI)
Military Secretary to former Army Chief Gen. Ashfaq Parvez Kayani

Lt. Gen. Saeed retired with the military honor of Hilal-i-Imtiaz (Military), awarded for his outstanding contributions to national defense and public service.
His transition to WAPDA marks a shift from battlefield command to development leadership—entrusted now with steering Pakistan’s most critical infrastructure body, responsible for managing water resources, hydroelectric power projects, and national development programs.
His appointment is seen as a strategic move to bring disciplined leadership and long-term vision to WAPDA at a time when Pakistan faces growing energy demands and water management challenges.
