Pakistan and Türkiye to deploy forces to Saudi Arabia: What does it actually mean?

RIYADH: Pakistan and Türkiye are preparing to deploy agreed military forces and capabilities to Saudi Arabia as the three countries move to implement their newly signed collective-defence agreement amid rising regional tensions.
The decision was reached on October 5 during an emergency meeting of the Strategic Political and Defence Committee of the Makkah Alliance for Defence in Riyadh. The three countries agreed to advance their collective-defence commitments and ensure the rapid deployment of agreed military capabilities to Saudi Arabia.
The move comes as tensions surrounding Yemen’s Houthi movement continue to raise security concerns across the region, including threats involving missiles and drones and growing instability around the Red Sea and the strategically important Bab el-Mandeb Strait.
What does the deployment mean?
The deployment does not necessarily mean that Pakistani or Turkish forces will take part in combat operations inside Yemen.
The agreement focuses on strengthening Saudi Arabia’s ability to defend its territory and respond to external threats. The precise number of troops, military units and equipment to be deployed has not been publicly disclosed.
The forces could potentially contribute to areas such as air and missile defence, counter-drone operations, protection of critical infrastructure, surveillance, logistics and military coordination.
What is the Makkah defence agreement?
Saudi Arabia, Pakistan and Türkiye signed the Makkah Joint Defence Agreement in August, establishing a framework for collective security and military cooperation.
Under the agreement, an armed attack against any one of the three countries is to be regarded as an attack against all three.
Pakistan has described the agreement as defensive in nature, with the stated objective of strengthening deterrence and protecting the sovereignty and territorial integrity of the participating countries.
The latest decision represents a move from the political framework of the agreement toward practical military cooperation.
Why is the move significant?
Saudi Arabia has faced security threats linked to the wider Yemen conflict, including missile and drone attacks. The deployment of additional allied military capabilities could strengthen the kingdom’s defensive posture and improve coordination among the three countries.
For Pakistan, however, the development also carries diplomatic significance.
Islamabad maintains longstanding defence and strategic ties with Saudi Arabia while also seeking to preserve diplomatic relations and dialogue with Iran. Pakistan has repeatedly emphasized the importance of regional stability, restraint and peaceful efforts to resolve disputes.
The latest arrangement therefore places Pakistan within a more formal collective-defence framework while leaving open questions over the precise role its forces could play if regional hostilities escalate further.
For now, the countries have announced preparations for the deployment of military capabilities to Saudi Arabia. Whether those forces will remain focused on territorial defence or take on broader roles will depend on how the regional security situation develops.
