In the first six months of the fiscal year, the federal government could not achieve the goal of disbursing the development budget.
According to data, just Rs125bn were provided from the allocated budget of Rs275bn for various ministries. According to law, during the first half, 50pc of development funds had to be released. Nevertheless, in the first year, only 46pc of the funds were allocated to the ministries.
The planning commission was not even able to obtain 11pc of their allocated funds, while several projects did not receive any funding.

National Highways Authority and power projects provided 48% of the allocated funds, while Azad Kashmir and Gilgit-Baltistan received 50pc allocated funds.
No funds for a special federal development program for ‘temporarily displaced persons’ (TDP) could be released in the first half. The GIDC and the Clean Green Pakistan Movement could not receive any funds as well.
